This resort is not techncially on Disney property, but it is surrounded on most sides by WDW. The only way in/out of this property is via the roadways within WDW.

So, the developer is not lying... but it is not quite the same as a real Disney resort because it is not part of the Disney "system"... You cannot charge to your room, use Disney busses to get to from your resort to the parks... and any number of other things. However, if you drive, you will never have to leave the gates of WDW.

The property is not Disney property. It is however landlocked, that is, surrounded by Disney on 3-sides, and by I-4 on the other side. They could not connect to the I-4 system directly and therefore Disney had to give them right of way to connect to the Disney road system.

While this puts them very close to everything within WDW, they are no different than any other non-Disney resort located anywhere else within the Orlando area. Patrons staying there do not receive any of the perks granted to 'On-Site' guests. As mentioned, things like busses, and others such as free parking at the parks, eligibility for park extended operating hours, etc.
