Can you add MaxPass to a complimentary ticket?

Yes...once scanned into park depending on ticket.

Disney will always happily take more money.

I've personally had success adding MP to the complimentary tickets given to CMs to give to friends and family.

There are a zillion type of "Complementary" tickets...but most now are vouchers of some form that you take direct to turnstile where they scan and spit out your actual card stock ticket right there, then you can add that to MaxPass.
