The article does say that they count those that transfer to other schools as having dropped out. Could that be many of the students? For example the worst school with only a 4% rate is in New Orleans but if this study was from 2011 and they count those that graduate in 6 years most of the data will have students during the time of Hurricane Katrina, when many of the displaced students transferred to other colleges. I know my college had an article about some students that transferred to our school.
