Codes and international guests

Can anyone confirm that the email codes etc are only sent out to US or Canadian nationals and not overseas. I'm sure i saw a post a few weeks ago from another Brit, but i can't find it and i think that we are out of luck
I've been reading SOOOOO much about the fab 40% off discount code and thinking it would be terrific to save a good few dollars during our next trip - otherwise, we will have to join the long wait and hope that a general public code comes out nearer the time. We are planning for mid September.
We would love WL, for the last 5 nights of our trip and if no code then will head for a moderate.

for me it's also a guess, but I think the PIN's are only sent out to Americans and Canadians. If that's the case; big bummer for us! (netherlands, here)

However, it might not have to be this black and white. I don't know the details, but neither me nor my parents had a PIN attached to our names. However I was able to upgrade us for the last 3 nights to a deluxe, getting the 40% discount. Couldn't get it for the remaining days at the mod (of which some still fall in the timeframe for which the 40% PIN is good), so my best guess is that a great CM gave me some major pixiedust.
