Clarification please - 4th fastpass in another park

Hi. Once I use my 3 FPs, can I book my 4th one in my evening park or do I have to enter the turnstiles in my second park before I can book that 4th one?

Use the app to book your 4th from wherever you are. You can do it after you pass the FP tapstile for FP #3.

If my first park is Epcot and I use my Tier 1 FP+, but don't need the other 2 because lines are short, can I cancel them and book 2 more FPs in the second park? Or do I have to use/tap all three before I can get another one in a new park?

Yes. The system allows that when hopping.
