City Hall Open Before Rope Drop

I have friends coming to Disneyland for the first time on Wednesday, October 3rd and I am trying to put a plan together for them.
My understanding is that there is not EMH or MM at Disneyland that day. Do I have that correct?
They would like to get 1st Visit buttons and a Birthday button but I don't want them to waste those precious first few hours.

Will Disneyland open the gates at 9:30 am that day and do rope drop?

Would City Hall open at 9:30?

last October we went there after they let us onto Main St. and before rope drop, so hopefully it's still the same. I'm also interested in getting a response from someone on a recent trip.

You can get buttons from the stores inside Disneyland, you dont need to go to City Hall.. the same for CA... and sometimes the CM will have them ....

I know when city Hall gets busy they will have a CM walking up and down the line giving buttons out..
