Do you get picture package with every meal (BF-Lunch & Diner)?

I've been twice - and never got of or even heard of any picture packages. This might be a new thing though?

When we went last year we got a photo at dinner. I thought it was included especially since its such an expensive meal or 2 TS credits. The online menu says its included

I had lunch there in Feb. 06 and the picture was part of the package.
