This was in a post today on W D W N T about events at Disneyland for the holidays:
“Also at Disney’s Grand Californian Hotel & Spa will be the Holiday Tea with Santa and Mrs. Claus at Hearthstone Lounge.”
I don’t think it’s accurate, though - still haven’t seen anything official about it.
The Candy Cane distribution schedule is on the Merchandise Events section of the Disneyland website. Although can't remember the exact dates from last year, it seems that they are selling them earlier this year. And it sounds like no VQ this year.
Edit to add the exact wording.
Candy Canes at the Disneyland Resort Handcrafted candy canes have been a Disneyland holiday tradition since 1968. Our candy makers are making a limited batch of 18-inch, red-and-white swirled canes this season, available at 2 locations on select dates. In-person purchase is required.

Wristbands
Wristbands may be used for a chance to purchase a candy cane this year. A limited number of wristbands will be distributed each morning at the retail locations offering candy canes.

They are EXTREMELY labor intensive and takes a very long time. We watched the process a couple of years ago, off and on. I'm guessing they wouldn't be able to make other things people love if they devoted so much time to candy canes every day. They're very interesting to watch being made and it's fun to "score" a candy cane (cue FOMO), but honestly they pretty much taste like any other candy cane to me. It would also be quite a challenge to eat a whole one. Does make for a nice photo op when you put 2 of them together to make a heart
