Child restraint devices in the UK

I'm having trouble finding a clear, simple explanation of the rules regarding this. My son is 8yo, but still requires a booster seat in our state here in the US because of his height. He's almost tall enough to eliminate the seat and I think he'd be fine in a regular seatbelt, but I didn't want to run afoul of the law when we visit next month. I'd rather not bring the booster along if we don't need it. I've never had good luck with the rental car agencies providing a suitable device.

Can anyone point me in the right direction? We'll be visiting England, Scotland and Wales.
