I usually arrive late afternoon, so I'm past check in time of 3:00. However, this time, I'll be arriving about noon. What are the chances of my room being ready at noon?

There really is no way of knowing. It depends on how many people are already in the hotel. It does make things easier when your room is ready when you arrive, but that is not always possible.

We usually arrive late morning and I would say we run about 50/50 on our room being ready. I would make plans as if it would not be ready-this way you planned ahead and if the room is ready, you will be ahead of the game.

There is a good chance that your room will be ready, depending on how busy the house keeping staff is. They usually clean those rooms first. This past April I spent 5 days at the Cabins at Fort Wilderness, my family and I arrived at the resort at 7am and our room was ready. I know that is really lucky on our part, but even if the room is not ready, they will store your luggage in a secure place. This will allow you to have fun at Disney World, until your room is ready. So go and have fun at the Happyest place on Earth.
