There's no set in concrete answer for this. From the DCL website:
Although subject to change, Disney Characters you may see during your cruise include:

• Mickey Mouse
• Minnie Mouse
• Donald Duck
• Daisy Duck
• Chip 'n Dale
• Goofy
• Pluto
• Cinderella
• Jake
• Doc McStuffins
• Sofia the First
• Queen Elsa*
• Princess Anna*

Consult your Personal Navigator or the Disney Cruise Line Navigator app for times and locations to meet your favorite Characters.

*Photo ops with these Characters require tickets—reservations can be booked online at My Cruise Activities or check with Guest Services once onboard for additional availability.

Note that it says "subject to change". Some characters may be on vacation, or otherwise unavailable.

For the most part, it's pretty common that Mickey, Minnie, Donald, Goofy, and Pluto will be onboard. As will anywhere from 3-6 of the various Princesses.

In September we had the fab 5, Daisy, Chip and Dale, Jake, Doc,Sophia, Ana,Elsa,Belle,Rapunzel,Snow White,Cinderella,Hook,Smee, Jack Sparrow, Stitch and since it was a Halloween itenory Jack and Sally

We saw Olaf on Castaway Cay on Friday. His appearances aren't listed in the Personal Navigator, though.
