Yes, characters do appear at WWoS based on the event. We attended the Turn Back the Clock Weekend in September and got Baseball Goofy & ESPN Chip n Dale.

Nope - Chip and Dale we were the only ones and probably spent 3-4 minutes with them solo. Another family came up so we stepped away, when that family was gone the munks played with my little girl again for a couple more minutes.

It depends on the event coordinators and what they pay Disney for. If they only rent the fields they won't get anything. If they rent the fields and pay for characters then there will be characters.
