I believe the poster of the Lilo picture made an honest mistake, and didn't realize that this was actually a contest to give a caption to the picture supplied by the previous winner. They probably assumed that this was a thread to post a funny picture, and add your own caption to it (which isn't a bad idea for another possible thread ).
