If I understand it correctly, even though you have to put down 250 bucks per person, you can cancel with not loss prior to 60 days. After 60 days then you have penalties?

YOu have to be paid in full by 60 days. After the 60 day point there are penalties. Before 60 days, you can cancel and change as much as you want.
