I wouldn't look at it that way like your county is doing something wrong.After signing them up, we checked out our county's health department site, but they're still only taking 1a, despite the Governor saying that now everyone 65 and up should be eligible. And so it goes...
The governor in your state, with guidance from the CDC asking the states to be open to doing this with 65+ age group, expanded eligibility. That just means if a given area has the capacity to do so you become eligible rather than staying ineligible. Your county being on 1a does not mean they aren't doing what they are supposed to be doing. I don't know what your county is but given my area it means they don't have enough doses and a really high demand. In your county it may just mean they are still working through 1a with the amount of doses they have and they cannot accommodate en masse, presently at least, those who have just become eligible. This is assuming your county's health department website has been recently updated as far as information and is advising they are still on 1a which is up to date.
But at least they are signed up and you are signed up. That should help out
