What time should I expect to grab a seat at Casey's for lunch if we want to use our spot to view the Festival of Fantasy parade?

Isn't the outdoor seating behind a construction wall now, with no direct view of the castle? Or is the wall further down? They do have indoor seating now, but you couldn't see the parade from there.
