carry-on regulations

I was just on the SW website and it does not seem that the carry-on regulations have changed for flying out of US ariports as they have for flying out of Canadian airports. I was telling a friend that we are flying out of Buffalo so we are allowed to take a backpack on the plane and she insisted that ALL flights into the US have the new regulations. On flights out of Canada you are only allowed a bag sized 8.5x11 - no larger. So - have the changes been implemented in the US? I know all about the other regulations about liquids and gels - I am speciafially asking about size of carry-on bag.
 
If you have a carryon suitcase, can I use a big duffle bag for a purse, & put it under the seat. I think not :confused3 & don't want to take advantage, so I guess I'm answering my own question.

No changes at this time. If you are starting from a U.S. airport, you get the one regulation-sized or smaller carry-on, plus the one personal item that must fit entirely under the seat in front of you. If you're starting from a Canadian airport and connecting in Buffalo, you'll need to check everything in Canada but then if you need to claim your luggage and check it through to the connecting airline, you can pull the carry-on and bring it on the plane with you.

Not to gently correct this poster (perhaps I misunderstood the post), but CATSA does currently permit a laptop in a non-rolling laptop bag and a purse the size of an A4 sheet of paper for flights from Canada to the US, along with a list of other items. Enforcement has been reported to be somewhat irregular, but they do permit carry on luggage (backpacks and rolling suitcases however will almost definitely be turned away)
