I have just heard from a friend that all U.S. Airlines are banning carry on luggage from the cabin. Does any one know if this is true or not? They said it was printed right on the ticket for U.S. Air. Does anyone know about Delta, and if so, are they charging you to check your carry on?

Is your friend in Canada? Travelling from Canada to the US on any airline must be done with no carry on bags (with a few exceptions like medication, laptops, and some others).
 
They flew from Hartford to Atlanta and back. They said it was printed on their ticket but it was not enforced. Just wondering if this is something that is going to be enforced now

What airline was your friend on. I have not heard nor can I find that information on any official website. There are some restrictions in place for travel to the USA from foreign countries but not within the USA.

From US Airways website:

Travel from Canada to the U.S.
Effective December 28, 2009
Transport Canada, a department of the Canadian government, has implemented a ban on carry-on baggage. Customers on flights from any airport in Canada to the United States are not permitted to carry-on any baggage. Exempt from this ban are medication or medical devices, small purses, cameras, coats, items for care of infants, laptop computers, crutches, canes, walkers, containers carrying life sustaining items, a special needs item, musical instruments, or diplomatic or consular bags.

So as tiggerrr said this is only for people flying to the US from Canada.


For US travel:

Carry-on baggage
You're allowed one carry-on bag and one personal item. Personal items include a purse, briefcase or laptop bag.

Size requirements
•Up to 45 in/115 cm (14 x 9 x 22 in or 36 x 23 x 56 cm)
•Up to 40 lbs/18 kg

From Delta:

Carry-on Baggage


All Delta passengers are allowed one carry-on bag and one personal item that meet the criteria below. See Security Check-in for liquid and gel restrictions.

Size and Weight Restrictions
If your carry-on bag doesn't meet these size restrictions it must be checked, and all checked baggage rules will apply. Your bag must:

Not exceed 45 inches (length + width + height), or 115 cm.
Fit easily in our SizeCheck® unit (approximately 22"x14"x9", or 56x36x23 cm).
Fit in an overhead bin or underneath the seat in front of you.
Personal Items
You're allowed one personal item from this sample list:

Purses, briefcases, camera cases, and diaper bags
Laptop computers (can’t be checked and must be carried on)
Items of a similar or smaller size to those above
Other Carry-on Items Allowed
You may also bring these items onboard. They do not count toward your personal item.

Food items for immediate consumption
Assistive devices such as wheelchairs or crutches
One box or bag of duty free merchandise
A coat, jacket, or umbrella
Exceptions
