Hm, thats a tough choice.
I think the atmosphere at CBR is great and you have Shutters right there AND you have the watermice and other activities available to you. Which POR has, but POFQ needs to take the ferry or walk up to POR to get to.
CBR can be a lot of walking if they don't have rooms near the main building, and the bus system isn't as great. you share with all the other "islands" before being able to leave for the parks, busses can be full and pass you by, or you may have to have a 15 minute wait for a bus- something I never had happen to me at POFQ.
