I understand children 4 and over don't have to have a car seat, but can children under 4 use just the base (booster) part of a car seat?

My son will be just under 3 and at the moment sits in a car seat in which he uses the car's own seat belts (he is a big 2 year old!), therefore I'm wondering if I can take just the base part rather then the whole thing (the back of the seat)
 
My understanding of Florida car seat laws is age baby/1/2/3 MUST use a child safety seat and age 4/5 a child safety seat or seatbelt with booster.

So a 2 yr old needs to be in a proper car seat not a booster - most airlines will carry it for free.
