No. You cannot book Regal Eagle. They only offer same day tickets. You will need to get on line the day you want to attend so you can purchase the meal. Depending on the narrator, the line can start to form very early so you need to be there early as tickets are limited.
Should I be looking where I make normal dining reservations?
That is where I’ve always found it before. But it’s not loading any options at all.

I can’t get the CP page to load at all, and don’t see any option to select CP dining in the app.
Those links are just normal dining. If you didn’t select a show time and it doesn’t say CP you only have a normal ADR.
I found it on the 3rd, still not on the day I need it for.
How are you seeing that? I’m searching candlelight but no dining is pulling up…
The app is working better than the website but neither the app nor the website have Dec 2 available. It’s 3:13 on the west coast, this is extremely aggravating.
Search all dining on any of those dates I listed and scroll down to a purple box titled Epcot International Festival
