Do you book the Candlelight package 90 days (plus 10 for resort guests) from the date you want to see the show? Sorry I am just confused.

Yes you book the CP pkg just like any other ADR

But it is also my understanding that CP pkg can only be booked by calling WDW DINE. Is that correct?

Yes that is correct. You have to call in to make reservations.

The 90 + 10 is from the date you check into your resort. Your check in date is day one, so you can add 9 days to that one. If you check in on the 10th, then you can make adr's through the 19th. Any after that, you call in each day.
