Simply because Disney knows that mathematically, it generally does not matter in the least WHEN you use a FP (as long as its AFTER the initial wait-time.)
Its actually very simple to see why it doesn't matter, if you just figure the numbers.
I'm going to use "made-up stats" (business does that all the time

) but these are very close to "average" FP usage.
a) 100% Number of FP issued at a given attraction
b) 10% Number (guests) who use it first-thing AT the return time
c) 70% Number who use it DURING the "window"
d) 15% Number who use it AFTER the "window"
e) 5% Number who NEVER use it.
So, if you add c and d (and a PART of a) at any one time, you STILL won't get a "full" FP return line.
The only time it MIGHT get backed-up is on a very trendy HOT attraction like Soarin' or EE.
And THOSE are the times the CMs tend to be more strict.
But it takes some VERY big numbers of guests to make that happen.
Generally, if you don't make it back to the ride "on time" for your FP...
Don't SWEAT it... Disney doesn't.
