Can you trade down in Dining Plans?

We are looking to book for a November trip and hoping for free dining.
I may use the money saved on food to upgrade us from a value to a moderate but we are more interested in the quick service dining plan.
Can I either downgrade to the quick service plan or use my TS credits at a QS restaurant?

You should be able to use your TS credits at QS places. All your QS credits will need to be used first, and you'll need to ask before you order, but it will be fine at 90% or more of places.

You cannot "downgrade" plans; only upgrades are allowed.

Nope, you can trade up if you pay for it, but you can't trade down. Just use the TS credits for CS meals and you will have something identical to the CS dining plan.
