No, to get the dining plan, you must purchase a package which means at least one base ticket per person and the resort room (at rack rates).

A friend of mine got a great rate through her company and perks.com for AK.
She wanted to buy the hopper tickets and add on the dinnig plan and I could not found anywhere for her to buy them that way.
