Can you book 3 Tier 2 fast passes?

Hoping to book either Slinky Dog or Smuggler’s Run for day 60 of our upcoming trip tomorrow morning, but I know my chances are slim. If I cannot get a fast pass for either of these tier 1 rides, am I able to select three attractions from tier 2 to fast pass? Or are you limited to 2 attractions from tier 2 no matter what?
