We are staying off site for our WDW trip this November. I'm wondering if we would be able to just tour around some of the resorts on site. Do we need to use a gate admission to get to the resorts? Is this possible?

You are free to tour the resorts. If you have a car when you get to the guard shack of the resort you want to tour they will ask for a photo id. You then drive and park and can visit the resort.

If you are trying to visit a resort where the parking lots fill up with outside guests you may be given a 3 hour parking pass to put on your dash.
 
Yes, you can just look around the resorts, and no you wouldn't have to pay to park. I assume you mean at the monorail resorts? Stay to the almost-far-right when approaching the MK toll plaza (second one from the right, actually - furthest right is for buses only) and tell the CM you're going to the Contemporary or whichever resort.
Once you get to a resort, you MAY be given a three-hour parking pass. You can park there to eat, shop and look around, but ultimately, the parking spaces are for that resort's Guests and staff.
