Does MS handle PS reservations and Illuminations Cruise reservations?

Yes, MS will make PS for DVC members. You can only do this thru phone contact with MS- they won't accept PS requests by email any longer.

You'll be much better off trying for the difficult-to-get PS yourself, as MS has no special ability to get PS at CRT and Illuminations cruises. Those PS are usually filled by 7:03am and MS doesn't open until 9:00am. They will be happy to try, but those are unlikely to be filled unless there are cancellations at a later date.

MS can easily handle most PS requests without any problem.
