If staying at the Swan and Dolphin can you book Advanced Dining Reservations through Disney Dining and how far in advance? (?180 days like other resorts).

Who can make Advance Reservations?

Anyone can make an Advance Reservation. At one time, is was for Disney Resort guests only, but that is no longer the case.
