Can ticket voucher be redeemed at guest relations

Bought a gift ticket for sister. Does she have to go to a ticket window to exchange voucher? I was going to drop them at contemporary for Breakfast then they were going to walk to MK, but I thought ticket windows were only at the ttc?

Ticket windows are to the right of MK’s entrance touchpoints. No need to go to TTC.
