It was consistently strict when we had our APs. Strict to the point where BFF was not allowed to use her AP to purchase items handed to her in line by her (then) 13 year old daughter. Daughter also had an AP so it was all good in the end, although it meant that the CM had to ring up two purchases which we thought was silly. We asked her that since she could see that Daughter had an AP couldn't she just go ahead and do it all on BFF's AP and she said she couldn't.
Once in World Of Color I tried to use my AP and my Mother tried to hand them cash---um no! They made my Mom give me the cash (and they were not happy still) and I had to hand it to them. So I'm going with the very strict about it group.
I had a slightly different experience. My wife has a signature pass, and we were there with her parents on separate occasions. They wanted to buy my kids various merchandise. This included stores in the park as well as the World of Disney at DTD. They all accepted cash from my FIL/MIL with my wife's annual pass no problem, but definitely will not accept any credit cards other than the passholder's card.
