I just set up a Twitter account to enter a contest. The rules state I have to Tweet a certain phrase with a specific time period. I must be a registered follower of the contest giver. They are not followers of me. I tweeted something just now, but it didn't show up on their homepage.

When I tweet, will all the people/companies I follow get my tweets?

They will not see all your tweets unless they follow you. However, they will see any that they search for. If you direct a tweet to them by name, by including something like @companyname in your tweet, they will see that in their list of mentions. They can also search for tweets that mention the specific phrase they are looking for. So if the contest says to mention Specific Phrase or #specificphrase, make sure you type it exactly the way they did so it will show up when they search.
ETA - Even if they follow you, your tweet won't show on your view of their page. Only their tweets and retweets will show up when you look at their page.

There is a # at the start of the phrase. So they will do a search for that specific phrase, and everyone who tweeted it will show up?

Yes, and it will also show when each person tweeted it, so they can see which ones are eligible for the contest. Good luck!

OK, another question. It won't let me tweet the same exact message. It keeps coming up with a message that says "something is technically wrong".

I don't care, as long as everyone is getting the same message. The rules state you can tweet as many times as you want, but it doesn't seem to be letting me. It better not be letting anyone else.

Well you could be experiencing the notorious Twitter "fail whale." It could be the service in general not you.

All you have to do is click on the #whatever and it'll show you all the instances of that phrase. It'll be underlined on your homepage.
