Can Reservation Points be Transferred?

Member A makes a Concierge Collection reservation. Member A cancels. Can Member A transfer those Reservation points to Member B (obviously, maintaining their status as reservation points)?

"Transfer" is a term under the official documents that applies only to the actual transfer of points from one member's account to another. Reservation points cannot be transfered. However,the member holding the reservation points can use them to make a ressie, such as for the Concierge Collection, and put that ressie in someone else's name. That is not considered a "transfer" of points.
