The dining plan can only be purchased by guests staying onsite at a Disney resort. Type of admission doesn’t matter-just where you stay.

If they are staying onsite at a Disney resort, they can purchase a "ticketless package" just like anyone else.

I was able to add the dining plan when I made my resort reservation using passholder escape discount. The first time I did not add it and couldn't do it online so I canceled and rebooked to include it. One time I called disney on a previous reservation and they said I couldnt add it? But I did have 1 before like 2 years ago with a dining plan also.

Yes you can, but you have to call as you cannot do it online. It's pretty straight forward, just call the passholder number and ask for the Passholder Disney Dining Plan.
