Can I go to Disney and not rent a car w/ a 1 yr old?

First, thank you for any suggestions- I am sitting here clueless right now. My husband and I would like to take our 18 month old to Disney- we already bought airline tickets. My questions is- can we do it w/o renting a car? We are on a budget and figured the additional rental car expense plus parking would add up. We are planning on booking a hotel that offers shuttle service to Disney but we also wanted to go to Sea World and Universal. Are there buses, taxis or shuttles that will allow him to be a lap-rider. Has anyone taken an infant/toddler to Disney w/o renting a car? Suggestions, tips, anything would be greatly appreciated.
 
If you are staying off site and plan to use the shuttle service...I would forgo that plan and rent a car...The time you will lose if you find you need to go back to the hotel for down time for your toddler is lots of hours....

I had a friend with 4 kids stay offsite and use the shuttle he found he spent way to much of his vacation time waiting on a shuttle .....

I would definately rent a car...
