If I book a reservation for 10 nites in Sept: 7 nites with DP's and 3 nites with reg points - then in April change the reservation to just 7 nites using the DP, will the regular points just go back to there regular status?

Yes, the points are returned to where they came from.

It would be two separate reservations. One for 7 nights and one for 3 nights. You would probably have to move for the second reservation. They could not be linked to get the dining plan for part of the trip.

The points for the cancelled reservation would go back into the current use year. If they had not already been banked and they had not been borrowed, you might be able to bank them into the next UY if you hadn't passed your deadline for banking. If they had been borrowed, they would not go back into the original year. They would be current year points.

Another scenerio I'm looking at would be using DP's for 7 nites but I would be 4 points short. Are you saying I can't use 4 regular points for that last nite?

I believe Deb and Bill miss interpreted DP to mean Dining Plan and you meant Developer points. Dizneynutz is correct.
