can I change an ADR my TA made?

My TA made a reservation for us for HDD for a party of 4, since then we have changed to a party of 2. Am I able to call and make this change or does my TA need to?

You should be able to make that change yourself. If it's in YOUR My Disney Experience account, it's your reservation. However, if you have a reservation for a party of 4 and only 2 of you show up, you won't be charged for the other 2. You are only charged if NO ONE shows up.
