Can Disney split contracts they by back?

If I wanted to purchase 65 points in a March use year, do I have to wait until they have bought back that exact contract? Or, can they take a 100 point March use year contract and sell me 65 of those points?

Disney is not "reselling" a contract. When the acquire points - either by foreclosure or by ROFR - those points are lumped back into the developers inventory and they can then sell them in any configuration they wish.

In your case, if they gain 100 points, they can sell 65 to you. To my knowledge, they cannot change the Use Year of reclaimed points.
