Can anyone get the DDE card?

Ok, here's my question, is the DDE card only for fla residents and Ap holders Or can anyone get the card? Just curious as I can't get the MYW dining without losing my great room rate.

Only for FL Residents or AP Holders. You can buy 1 AP for the DDE and the discounts and the rest of your family can get whatever ticket they want.
