Can a tailor fix this?

I have a spring jacket that I bought three years ago from Eddie Bauer that has a nylon-type shell with a fleece lining. The sleeves have an elastic on the bottom that stops them from falling over my hands, but the arms don't hang right because the sleeves are too long. Otherwide, it fits, and I haven't been able to find another one in my size that's as nice.

Can a seamstress shorten nylon sleeves?

yes, a good tailor can. Ask around I use a person that works from home, not at a laundry place.
