Can a child carry on a backpack as a personal item with Delta ?

We are going to MNSSHP and there is no way to fit her belle dress with a hoop at the bottom in her other carry on luggage for the overhead bin. I did manage to get it in her school back pack bending the hoop. It looks puffy and full but it is smashable. We are taking a carry on bag for the overhead bin and a personal carry on for under the seat. I'm pretty sure it will fit under the seat of the plane. Will it be alright for her to carry this on as her personal item ?

Yes you can. We did this on our last trip with the girls. May I make a suggestion? We use space saver bags for the girls dresses saves tons of space!

I never thought of that but I sure could of used them now. We leave in the morning and our bags are full, I sure could of used space saver bags. Oh well maybe next time. That is a great idea.
