Can a 60lb. child walk without stroller?

Try it at home (or at the school track).

A kid who needs to ride on Daddy's shoulders when you are not rushed is not too old for a stroller.

My 3.5 year old (31lb) and my 5.5 year old (43lb) still use the Baby Jogger twinner and my 3.5 yo still uses a single when we do the zoo/theme parks. I feel like it's too much walking for them and then they get over tired and cranky. I still use my Baby Jogger and push them when I run!

My soon to be 5yr old is about 40lbs and we are planning on taking a stroller for her in Oct. When I go to the mall she still wants to ride in the stroller, although it could be because her baby sister is in one. LOL I'm thinking that we will be done with the stroller after that trip though.

Anyway, it seems pretty obvious that it really depends on the child. All children are different and have different limits.
