Can’t do back to back cruises on the Magic?

Disney might very well contact you and fix that oversight before your cruises.

They can't really stop the two cruises from being booked (there are people who book cruises before they decide which one they actually want to do and then cancel those they don't want later). But the compliance department is (or should be) notified when such bookings are made so they can contact the people involved and tell them they have to cancel one or the other.

This is interesting (and confusing). I am doing a btb from Hawaii to Vancouver, BC/Vancouver, BC-San Diego. We do have to get off and go through customs in BC (which means we have to take our luggage off), so maybe that makes it not truly a btb, but we are able to take both cruises.
Getting off the ship, with luggage, and clearing customs does not make it "not truly a B2B" it is a B2B, even if you do all those things.

The PVSA only looks at where a passenger first boards the ship and where the same passenger debarks THE SAME SHIP. It matters not that it's 2 separate cruises.

If you are boarding a ship in Honolulu, and getting off THE SAME SHIP in San Diego, you will be violating the PVSA. Contact DCL immediately and confirm you can take this B2B.
