cable in full hoopup sites

I currently have res 12-26/1-2-10 in a full hookup site. Dont all the sites now have cable even full hookup sites.? I thought i saw that all sites do now have cable. Also I am trying to get my res upgraded to perferred site from full hook so if anyone is going to cancel If you could post it before you do it would be greatful
