Cab Question-WL to HRH

Family of 4 visiting WDW for 1st time. Staying at WL in August, then switching to Hard Rock Hotel after first week.

How does the cab thing work?
Can I just hail a cab in front of the hotel?
Or do I have to arrange in advance?
Are there metered taxis, or just car services?

Any help appreciated!
