IAD is probably a bit closer to Frederick mileage-wise.
I don't know about parking since I live on the Metro line. I will book cheap flights through SWA, but that means I have to take a train and a metrobus to BWI and that takes about 2 hours on a weekday, 2.5 on weekends.
I understand there are some pretty reasonable independent parking lots around BWI. Maybe you could try using an internet search engine and see if you find one. I don't know about Dulles.
