Buying Fantasy APs on a blackout date?

Hi there,
my next Disney trip will begin on Sunday, 4.12. and I would like to buy Fantasy APs for me and my wife with 15% shareholders discount. Well, this Sunday is a blackout date for fantasy APs. Is it possible to buy day tickets on a blackout date and then to swap them into Fantasy APs at the AP-office?. Will I be refunded the additional parking fee of 15 € for the day?
And by the way, it will be around 4 pm when I'll be at the disney gates. Could that be a problem or is the AP-office open till parc closing time?

I don't know about the parking fee refund, but yes, you can buy a Fantasy annual pass on a blackout day. The park ticket booths, Guest Services, and possible Bureau Donald, will all be open at 4pm.
