We will be staying outside Downtown Disney. Is it possible to use the Disney busses around the parks while staying off site? Also, we will be staying on site for 4 days & then off site for 3 days...can we have a dining plan for all 7 days?
 
Yes you can use the buses. No you can not have the DDP for 7 days. It is only good for folks staying at a Disney resort and only good for the length of the stay.

I will try to answer the best I can. You can only use disney transportation from hotels to parks, park to park, or from a Disney hotel to downtown Disney if you are an on site guest. Anyone can ride the monorail or ferry to the TTC at MK. As for the dining plan you can only use the dining plan if you are a on site guest. The dining plan credits expire at midnight the day you check out of a Disney hotel. You can't stay offsite and use the dining plan, you'd have to pay out of pocket. I hope this helps. That's not true. Anyone can use Disney Transportation.

This is not correct regarding Disney transportation. Anyone can use the buses, monorails, and boats to travel around the various areas of the resort. It does not matter where you are staying.

Dining plan info is correct, you can only get that with a package with tickets and an on-site stay (with some exceptions for AP holders and DVC members who just don't need to purchase tickets).

If you're doing something at WDW,visiting the parks,park hopping,going to DTD,eating or just looking around the resorts even if you're staying offsite you're a WDW guest and you can use any and every form of Disney transportation available.

Yes, as others have already stated, you can use Disney transportation. Be aware however, that buses do not run between DTD and any of the Disney Parks. You would need to travel from DTD to a Disney resort first, then transfer to another bus/boat/monorail. This will waste a ton of your precious vacation time. I would seriously consider renting a car in your situation.
 
If you're staying at one of the DTD Hotel Plaza Blvd. hotels, they have free bus service to all the parks.

If you're staying at a hotel along Palm Pkwy., you can ride the public bus (Lynx 50) for $2 a person to the TTC, and from there you can ride Disney Transport to any park.

If you're staying somewhere else, check to see if they have a shuttle available. Most off-sites charge for their shuttle, and have just 1 or 2 trips a day to either TTC or Epcot; some require reservations. So make sure you research it fully. Once you're on Disney property, you can use Disney Transport to get around.

As you already now know....you can use the DDP only when staying at a WDW resort...so, no to using it when you move offsite. As far as using WDW transportation, you can use any mode of transportation there.
My question to you?.....will you have a car with you? How are you planning to get to the parks to begin with?
