Budget or Dollar from TPA?

I need to choose from Budget or Dollar. Budget would be a Standard SUV pay now vs. Dollar midsize car pay on arrival. Price is only $2 difference. Does anyone know if one is better than the other? For me, it's more about service.

Both of these companies are fine. Our current favorite is Alamo because of the online check-in (skip the counter) and pick your own vehicle from the aisle that you reserved. Prices can be great especially if you have a Costco membership.
You didn't say when you will be arriving.
Personally, i would NOT book a pre-paid rental unless it was only a day or 2 before our departure date, are plans were set in concrete, no bad weather in the forecast and the price was really good. Pre-paid rentals can have significant cancellation/change fees (ie: Budget charges $50 to cancel a pre-paid rental...it's $150 if it's cancelled after the pickup time-such as in the case of a cancelled flight or inclement weather).
If you are still weeks or months out from your vacation, I would book the regular (cancellable rental) and then check often to see if prices drop or larger vehicles become cheaper. If prices drop, book the new lower price then cancel the old reservation...rinse and repeat up until departure date.

Are your round tripping from Tampa or just a one way?
If one way, then go with Budget.
