I am not headed that way (FL/Disney) anytime before next summer now, but I have been and come back. If driving, no problem... don’t enter FL on I95 if filling out paperwork after waiting on highway back up is your concern. Going around the I95 highway checkpoint is not illegal... not filling out paperwork about your phone number and destination does not relieve you of “legal” obligations, but you do not have to enter FL on I95.
On to opinion.. there are 100+ year old laws that are on the books all across the country that no one follows anymore because they have become pointless, useless, or ridiculous. The tri-state EO has reached that point 100 years sooner as can be seen by the one highway checkpoint, other hot spot areas not included, etc. By all means, keep out the “good states” lol. Disney is probably the safest place you could be right now. No one knows how long you have been out of tri state area before you check in unless they have a bank of Disney CM’s calling airlines with your info to see when you left said states. All of this opening and closing and other crap would not be needed if everyone just wore the mask when indoors or unable to maintain social distance and practiced distance and hygiene. There will always be some cases, but this would help all this silliness. In any case, if you have been doing what you should be personally doing for the safety of yourself and others, you will be just as safe doing it as Disney as at home. There is no where you can go without a slight risk, nor can staying gone in your own state make a zero risk. If you keep using good practices and go to a place like Disney where those practices will be enforced stronger than most areas, your risk will be not much different than if you stay home and keep going to grocery stores, target, your local outdoor park or anything else. All this EO and such as far as who can go where and a quarantine is pointless back and forth stuff between governors and other officials. If you have symptoms...if you have had contact with known carrying individuals or those who have become sick recently, then absolutely go ahead and quarantine. Otherwise, IMO, go enjoy your trip (if you had one planned). Some people will hate on this and say “oh you’re breaking the law or endangering others”.. bull! I took all the same precautions and measures with washing, masks, and distancing that I took (and am still taking) at home. The results at Disney and in FL were the same there as at home. My risk to myself or others was the same there as at home.
Now, if you say you want to go to a mask less, packed bar party with 500 of your closest, previously unknown friends squished shoulder to shoulder...well,good luck with that... that is dumb. If you wNt to visit Disney or FL and practice properly to keep yourself and others safe, I say go for it regardless of your state of origin. If you manage your risk properly, then your risk to yourselves or others will be no different no matter where you currently are or where you can from.
